Skilled workers and white collar employees are generally hired through newspaper advertising or directly from schools or other firms. Internal promotion also plays an important role. Although most firms tend to hire their technical personnel from other firms, some technicians are acquired through internal promotion. Finally, managers are primarily sought from other firms, both in Senegal and in Europe.

A recent study of the employment practices in Senegal’s state owned firms was performed by Lachaud (1987). In his detailed investigation, Lachaud finds that the access to public sector jobs varies across occupations: education appears to be the important prerequisite for higher level positions, while personal contacts appear to be the principal avenue for obtaining less skilled jobs.
